Family Support Services (FSS) are an array of services and assistance, based on each family's unique needs that are provided to families with children who have developmental disabilities. Family Support Services are based on the belief that all children belong with families where they are loved and cared for. These supports meet everyday needs and are often critical in avoiding family crises that become much more costly, both emotionally and financially.

Family support services might include:

  • Information and referral
  • Assistance in identifying needs
  • Advocacy to obtain needed services or benefits
  • Assistance locating and acquiring services like:
    • Respite and child care
    • Adaptive equipment and assistive technology
    • Educational aids and toys
    • Accessibility modifications to the family's home or car
    • Support groups
    • Parent education
    • Special diets, clothing, and personal care items
    • Home health care and other in-home assistance
    • Social and recreational activities
    • Transportation to medical and other important appointments
    • Medical and dental expenses not covered by insurance
    • Other services and supports unique to each family's needs
    • Other supports that enhance the ability of families to meet the needs to their children

Answers to questions you may have about Family Support Services:

Who's Eligible for DDA Family Support Services?

Families in Maryland who have a child under age 22 with a developmental disability who is living at home, in foster care, or other alternative home placement, are eligible for DDA Family Support Services. Developmental disabilities include, but are not limited to: mental retardation, cerebral palsy, epilepsy, autism, and head injury. You may receive a different level of eligibility determination for each of the services for which you apply. For example, you may receive a determination of high priority for funding for Family Support Services, but have to wait a while longer before you are able to receive funding for Vocational Services.

Typically family supports are provided by local agencies that receive funding through the DDA. Families who need low intensity support services may access them directly through one of the local agencies providing DDA funded Family Support Services. "Low level supports," sometimes called "rolling access", are those supports identified by the family that may be provided for less than $2,000 annually. However, these supports are limited to the extent that resources are available. Families need only verify the child's eligibility by providing the FSS Providers with a copy of the child's Individual Education Plan (IEP), Individual Family Support Plan (IFSP), or a statement verifying that the child has a developmental disability from his or her doctor. For all services that will cost over $2,000 annually the family must go through the full DDA application and eligibility process.

How Are Services Provided and How Do Families Apply?

Family Support Services are provided by local agencies with funding from the DDA. To apply for services, contact a local FSS provider directly. What Questions Should Families Ask Before Choosing a Provider?

Many agencies throughout Maryland are now providing Family Support Services to families of children and adults with disabilities. It is important to find out as much about the agency and the Family Supports they provide as possible BEFORE you start to receive services from them. For instance, some agencies may have experience assisting people with mental retardation but not with Traumatic Brain Injury or Prader-Willi Syndrome.

The goal of any Family Support provider is to make day to day family life as uncomplicated as possible and to provide what YOU the parent or family member requests - not what they think you should have. The following questions are designed to assist you in selecting a provider that will meet YOUR specific needs in the least intrusive manner. Don't be afraid to question the provider representative before you agree to have them coordinate your services. If you do not receive satisfactory answers, contact another provider. It is better to spend a bit more time up front than to have to change providers and start over again.

  • What paperwork is required and who completes it?
  • What part does the family have in planning the services to be received?
  • What services, supports, and equipment do they offer?
  • If you have a need they have never filled before, do they know what to do?
  • Do they have a support person on call 24 hours in case of emergency?
  • Will you be given the emergency number?
  • What happens if your support needs change after the original plan is completed?
  • Are their offices convenient to you and how many times per year will you have to go there?
  • Can you buy services from the provider (respite, medical equipment, etc.) of your choice?
  • If you need financial support, what is the average length of time between your request/receipts and reimbursement? Is their fiscal system flexible enough to meet your needs?
  • Will you be able to get services during a family crisis?
  • Will you have the opportunity to meet and/or network with other parents (if you choose to)?
  • Does the agency have staff and resources to meet your cultural needs (language, cultural and/or ethnic background)?
  • Did the provider representative treat you respectfully and answer your questions during the initial meeting?
  • Was the provider representative late (without apology) to the initial meeting?
  • Did the provider representative respect your home and wishes during the initial meeting?
  • Did the provider representative interact with your son or daughter during the initial meeting?
  • Did the provider accept your ideas during the initial meeting or try to offer you alternatives that may or may not have been acceptable?
  • Did the provider representative use the words "yes, but" or "that sounds like a good idea, but" during the initial meeting?
  • Did the provider make you feel comfortable during the meeting?
  • Did you leave the meeting feeling you had been listened to?
  • Did you feel good about the meeting and the provider representative when he/she left?
  • Does the provider appear to be knowledgeable about resources in your community?
  • Does the provider consider ways to support all members of your family (individual with a disability, siblings, parents)?
  • Will the provider have a "hands on" or "hands off" approach and will that approach best suit your needs?
What Should Families Expect from Family Support Services?
  • Care and support received from extended family, friends, neighbors, and religious and community organizations is important. Family support services build on these existing sources of support.
  • Services focus on the entire family -- the child with a developmental disability, parents, siblings, and other involved people.
  • Services are reliable and easily available, but not imposed on families.
  • Families are seen as unique and best able to define their own needs. Their individual choices and preferences are respected. Family members are active in planning, designing, and evaluating the services they receive.
  • Families have choices about who provides support to them.
  • Services change as a family's needs change. FSS providers respond to what families identify as necessary to care for their children at home.
  • Services are optimally provided before families experience extraordinary stress and feel in "crisis."
  • Families are given information and knowledge necessary to make choices and decisions for themselves. Families are given assistance with decision-making if they request it.
  • Children's unique abilities, needs, and preferences are recognized and they are encouraged to learn, grow, and develop relationships.
  • Families, including their children with disabilities, are supported to enjoy and participate in community life.
What Can Families Do If They Are Unhappy With Services?

Families who are not happy with an agency they have applied to, or the services provided them, are encouraged to try to work out the problem with the agency. If still unhappy, they should contact their regional DDA office.

The Children's Medical Services Program is a joint federal/state/local program which assists families in planning and obtaining specialty medical and rehabilitative care for children who have chronic illnesses or disabling conditions which interfere with normal growth and development. The Center's parent-to-parent network allows parents with disabilities nationwide the opportunity to share experiences and exchange information on resources, strategies and techniques with one another.
