Infants and Toddlers is a system of early intervention and supports, offered by public and private agencies through out the state to young children with developmental delays and their families.

Individualized Family Service Plan (IFSP)
Maryland Family Support Network
The state of Maryland also has a support network designed to provide support to families with young children in the Infant and Toddler program. The Family Support Network provides information about local services, family linkage programs, workshops and seminars.
Maryland State Interagency Coordinating Council
The Maryland State Interagency Coordinating Council (SICC) is established in accordance with the provisions of the Individuals with Disabilities Education Act (Part C). The mission of the SICC is to advise and assist the lead agency (Maryland State Department of Education) in administering, promoting, planning, coordinating, and improving the early childhood intervention and education system of services.

 National Resources
Center on the Social and Emotional Foundations for Early Learning
(CSEFEL) is focused on promoting the social emotional development and school readiness of young children birth to age 5. CSEFEL is a national resource center funded by the Office of Head Start and Child Care Bureau for disseminating research and evidence-based practices to early childhood programs across the country.
Early Head Start National Resource Center
EHSNRC provides Early Head Start programs with information and training as well resources for parents.
National Early Childhood Technical Assistance Center (NECTAC)
The National Early Childhood Technical Assistance Center supports the national implementation of the early childhood provisions of the Individuals with Disabilities Education Act (IDEA). Our mission is to strengthen systems at all levels to ensure that children (birth through five) with disabilities and their families receive and benefit from high quality, culturally appropriate and family centered supports and services.
Zero to Three
Zero to three is a national organization whose goal is to provide families, providers and communities with support and to promote the healthy development of babies and toddlers. They provide information, resources, and publications for both parents and providers.
